description:	NOTE: Only use the most recent 5-year cycle to determine current EJ scores! The EJ data is seperated into 5-year cycles of US Census American Community Survey Estimates for Minority & Low Income, at the block group level. Each cycle has both unbuffered and a one mile buffer around all EJ block groups. EJ Status thresholds were determined as twice the state averages for Minority (Total Population minus White Alone-not Hispanic) and Low Income(Total Population below twice the State Poverty rate). EJ features that are buffered have a one-mile buffer off each block group. The buffers are assigned the values of their parent block groups. Overlapping buffers with different EJ scores are given an EJ score of 3 (both).
